MENTAL HEALTH AND RECOVERY SERVICES DIVISION MANAGER
(Administrative Manager III)
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective July 1, 2022 - 3.5% increase
Mandatory Employee Retirement Contributions will decrease on the following dates: Effective July 1, 2022 - 0.5% decrease

MENTAL HEALTH AND RECOVERY SERVICES (MHRS)
Mental Health and Recovery Services
(MHRS) provides a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug use and mental health care. MHRS includes the following hiring Divisions: Adult and Older Adult Behavioral Health
(AOABH) provides recovery oriented behavioral health services to adults and older adults with serious mental health problems or substance use disorders. Services emphasize individual needs, strengths, choices and involvement in service planning and implementation, and include but are not limited to, crisis intervention, assessment, evaluation, case management, individual and group therapy, substance use disorder treatment, medication support, rehabilitation, linkage, placement and specialized residential services.
Children, Youth, and Prevention Services (P&I)
provides a broad range of services for behaviorally, emotionally or mentally disordered children and adolescents which include evaluation, therapy, medication management, crisis intervention and collateral services to parents and families.
Mental Health Services Act (MHSA) and System Support and Planning Office (MSSP)
provides technical assistance and strategic development support to Behavioral Health Services. Responsibilities include monitoring pending and approved legislation related to behavioral health, working with BHS leadership and management to ensure compliance with Proposition 63 regulatory requirements, promoting the training and development of the behavioral health workforce, providing BHS program evaluation support, engaging local stakeholders - particularly those from diverse underserved and unserved cultural groups and ethnic communities - to provide meaningful input on community needs, and interacting with other HCA Service Areas, the state and/or other counties to coordinate activities.
Authority & Quality Improvement Services (AQIS)
supports programming in the other two MHRS function areas: Adult and Older Adult Behavioral Health (AOABH) and Children, Youth and Prevention Behavioral Health (CYPBH) Services. It supports MHRS' two managed care programs, the Mental Health Plan (MHP) and the Drug Medi-Cal Organized Delivery System (DMC-ODS) as well as their other mental health and Substance Use Disorder (SUD) programming. AQIS is comprised of two parts, the AQIS Support Teams division and the AQIS Data Support teams The AQIS Support division includes the AOABH Support, CYBH Support, Managed Care Support, and SUD Support Teams. The Data Support teams in AQIS include the IRIS Liaison, Office Coordination, Health Information Management (HIM), and Data.
THE OPPORTUNITIES
MHRS is looking for experienced and dynamic leaders to work with County and community partners and ensure MHRS programs provide consistent, appropriate levels of care; access to services; and/or compliance with the MHSA. The positions will oversee a whole division involving multiple sites and/or programs and will provide guidance, clinical and administrative supervision to other managers and/or supervisors responsible for day-to-day operations.
Additional duties include:
Managing a combination of County and contracted programs and responding appropriately to Human Resources issues
Developing and implementing qualitative and quantitative measures to monitor and evaluate program outcomes
Reviewing program data and performance outcomes to formulate recommendations and strategies for improving operations and/or services
Overseeing and managing large budgets and the allocation of program resources to ensure that mandated services are provided in a cost effective, client focused manner
Maintaining awareness of changes in the political climate and ability to work effectively and collaboratively with government officials, business partners and public stakeholders while responding to new challenges

Working collaboratively with Authority and Quality Improvement Services (AQIS) staff to oversee program compliance with Medi-Cal/Medicare documentation and treatment requirements, quality management activities and audits, and/or AOABH and Children, Youth and Prevention Behavioral Health Services to ensure compliance with MHSA regulations and requirements
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will possess six (6) years of progressive experience managing behavioral health programs and/or related operations and leading a large team and/or multiple teams. The ideal candidate will also have demonstrated leadership skills as well as outstanding interpersonal and communication skills. Valid registration as a Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC) or Licensed Psychologist may be desirable for some positions.
In addition, the ideal candidate will possess extensive knowledge and experience in the following core competencies:

Clarifying performance expectations (e.g. roles, responsibilities, standards and goals) collaboratively with staff
Acknowledging and recognizing staff contributions, accomplishments and superior performance
Ensuring that staff have the resources they need and that the workforce as a whole has the capacity and diversity to meet current and long-term objectives
Communication Skills
Communicating effectively on sensitive issues, demonstrating excellent judgment and diplomacy, leading to successful outcomes
Building effective working relationships inside and outside the organization and dealing effectively with various levels of the organization
Producing clear, informative and concise written documents, emails, project status reports and briefs
Presenting information and materials to various types of audiences including but not limited to, public official meetings, commission hearings and stakeholder public meetings
