Responsibilities

Humana's Regional Medicaid Business Development Leader will direct the field-based market development efforts and report directly to Humana's Vice President, Medicaid Business Development. The Regional Medicaid Business Development Leader will have overall accountability for creating relationships with key stakeholders in all states in their region including within the state Medicaid agency and other state agencies, professional associations, provider organizations, community organizations and advocacy groups, etc. The Leader will be the primary contact for the state Medicaid agencies regarding all issues and will coordinate with other key business development personnel to support RFP bid efforts in those states. They will publicly represent Humana Medicaid throughout the life cycle pre-RFP, while enhancing and further developing relationships with stakeholders throughout the region.

Essential Functions and Responsibilities

Develop and lead a comprehensive strategy to position Humana for success in assigned Medicaid pipeline opportunities including new market procurements, existing market procurements or other program expansions identified as priorities in Humana's overall growth strategy.

Monitor pipeline opportunities within assigned markets

Ensure Medicaid State Presidents and internal government relations partners are informed regarding legislative and regulatory changes and other information that may impact pipeline opportunities

Collaborate with Strategy and Development to influence program and policy design, and ensure formal submissions to state agencies communicate strategic opportunities to improve the health of the state's Medicaid population

Influence sound program design and implementation

Drive Operational and strategic decision-making regarding win themes and other key elements for a successful bid/proposal

Identify gaps and work collaboratively across the organization to develop solutions to mitigate

Develop comprehensive project plan with Business Development team to execute bid strategy and preparation 12 months prior to RFP release

Understand local market dynamics, build relationships, and support development and execution of stakeholder engagement strategies, community relationship activities and investments and development of partnerships with local organizations and agencies

Work with finance and business owners to develop pro forma, membership projections and to refine and evaluate the pipeline opportunities as they emerge

Upon RFP release, collaborates with proposal team on the development of winning proposal that aligns with state specific needs

Required Education, Certification, and Experience Qualifications

Five (5) to ten (10) years of business development experience or any combination of education/experience which would provide an equivalent background

Experience managing state client and key stakeholder relationship

Preferred Experience Qualifications

Experience in Medicaid MCO plan leadership; experience in strategic and thought leadership in supporting Medicaid health plans; experience with budgeting and financial management of a health plan

Bachelor OR Master's degree in Business, Healthcare Administration, Public Health, or related field

This position requires up to 80% travel
