Description
The Director of Public Policy role resides in Humana's Corporate Affairs department and is charged primarily with public policy development for a broad range of policy issues in support of Humana's federal policy and advocacy team. The person in this position will report to the Vice President of Public Policy and be responsible for informing Humana's thought leadership, advocacy, and overall strategic positioning. This associate will also collaborate closely with the Policy and Federal Affairs teams to coordinate and develop materials to support Humana's regulatory and legislative initiatives.
Responsibilities
Key Accountabilities
Federal policy development responsibility for key Humana public policy issue areas, including but not limited to, Medicare Advantage, health IT, interoperability, and value-based payment reform, and care delivery reform
Leverage experience and relationships to support direct advocacy with senior officials from the Centers for Medicare and Medicaid Services (in partnership with, and under the direction of, the VP of Public Policy)
Analyze, define and communicate critical trends in legislative or regulatory environments; identify or predict likely legislative or regulatory outcomes
Provide proactive strategic counsel to senior business leadership anticipating legislative and regulatory trends and translating those into actionable business and legislative or regulatory solutions/strategy
Partner with the VP of Public Policy to advance Humana policy priorities through affiliated trade organizations
Partner with business leadership to identify business risks and opportunities in external policy developments
Work with internal business partners to identify assets Humana has to augment public policy positions such as: data; resources; subject matter experts; and corporate 'thought leaders'
Assure philosophical consistency in policy approaches across the enterprise
Develop regulatory and legislative responses to proposed rules/laws
Role Requirements
Bachelor's degree
5-10 years' experience working at a federal health care agency (such as the Centers for Medicare and Medicaid Services), a congressional office, a health care trade association, a consulting/lobbying firm engaged in health policy, or a health care plan/provider.
5 or more years of healthcare policy experience including a track record of applied analysis, research, and resource development supporting healthcare policy and for translating information from a wide variety of resources into actionable policy documents for use in an advocacy setting or otherwise
Direct understanding of how government entities operate and interact on health policy and government program related issues
Solid understanding of relevant policy and regulatory issues and ability to translate complex issues in clear, concise manner to business leaders and advocacy team (technical and non-technical audiences)
A passion for the development of innovative, high quality government healthcare programs
Experience working in a matrixed organization is helpful, as well as experience working with multiple cross-functional business teams
Strong conceptual and creative thinker with an ability to identify trends and interrelationships
Excellent verbal and written communication skills, creative problem-solving, negotiation, and multi-tasking skills in time-sensitive settings
Ability to actively listen to others and ensure an open and confident style of communications both written and verbal
Highly-developed interpersonal skills with ability to build strong working relationships internally and externally
Ability to meet clearly stated expectations and take responsibility for achieving results
Role Desirables
Masters in health/public policy, economics or health care administration preferred
8 or more years' experience in health/Medicare/Medicare Advantage
Additional Information
Preferred location of successful candidate - Washington, DC and vicinity, including our Rosslyn, VA office
Travel required - 10-20%
